That one was in shallow water just kind of taking a splash. It was one of the eagles at a recovery center (well, not recovery, but retirement, I guess) for Eagles, in Minnesota. http://www.nationaleaglecenter.org
Each day they take a couple of the eagles down to be outside, on the Mississippi, in a park a few blocks up the road, and people can follow them up there. The birds are tethered with a long tether, so can move around quite a bit, but none of them can fly.
I had to google "Can eagles swim?" after reading this. I never knew.
